Helping Children Stay Warm and Safe During Ukraine's Hardest Winter

The winter of 2025–2026 became one of the most challenging periods for Ukraine since the beginning of the full-scale war. The cumulative impact of sustained attacks on energy infrastructure, combined with prolonged low temperatures and repeated disruptions to electricity supply, created severe hardships for millions of people. Across the country, communities faced extended power outages, interruptions in heating systems, and limited access to basic services. For children—especially those living in vulnerable conditions, including internally displaced families, institutional care settings, and frontline regions—this winter posed not only physical risks but also deep emotional and psychological strain.

Despite the extraordinary resilience demonstrated by Ukrainian society, the reality of daily life during the winter months was defined by uncertainty and instability. Educational and care institutions struggled to maintain safe and warm environments, while families were often forced to adapt to prolonged periods without reliable heating or electricity. In this context, ensuring access to warmth, safety, and basic living conditions became a critical humanitarian priority.

The Warm Winter project was designed as a rapid and adaptive response to these challenges. Its primary goal was to support children and caregivers by strengthening their ability to endure harsh winter conditions with dignity and safety. The project focused on enhancing resilience at both the household and institutional levels, ensuring that children could continue learning, living, and recovering in environments that meet their basic needs.

Geographic Coverage and Reach
The project was implemented across multiple regions of Ukraine, including frontline and heavily affected areas such as Sumy, Kharkiv, Dnipropetrovsk, Zaporizhzhia, Mykolaiv, as well as central and western regions hosting internally displaced populations.

In total, the initiative reached approximately 3,500–4,000 children, including:

  • Children in institutional care (rehabilitation centers, specialized schools)
  • Children in foster families and family-type homes (DBST)
  • Internally displaced children and families
  • Children in communities affected by infrastructure disruptions

Key Results and Achievements

  • Improved living conditions: Children gained access to warmer, safer environments during critical winter months, reducing exposure to cold-related health risks.
  • Strengthened institutional resilience: Partner institutions enhanced their capacity to maintain operations despite power outages and heating disruptions.
  • Energy stability solutions: The project supported the use of alternative energy and heating solutions, including portable power stations (e.g., EcoFlow systems) and electric heating devices, helping ensure continuity of essential services.
  • Targeted humanitarian response: Assistance was delivered based on verified needs, ensuring that the most vulnerable children and institutions received timely and relevant support.
  • Enhanced well-being: Beyond physical warmth, the intervention contributed to children’s psychological comfort, stability, and sense of care during a highly stressful period.

Qualitative Impact

The Warm Winter project demonstrated that even under extreme conditions, targeted humanitarian support can significantly improve children’s daily lives. Schools, rehabilitation centers, and family-based care settings reported increased stability, allowing them to continue educational and care activities without interruption.

Children who had been living in cold or unstable environments experienced improved comfort and security, which directly influenced their emotional state, ability to learn, and overall resilience. The provision of reliable heating and backup energy sources proved particularly critical during blackouts, ensuring that essential services remained uninterrupted.

This project was made possible thanks to the collective efforts of committed partners and donors, including:

  • Numerous individual contributors who supported the initiative

Their support enabled a rapid, flexible, and needs-based response during one of the most difficult winters.

While the Warm Winter project has delivered meaningful impact, the needs of children in Ukraine remain urgent and ongoing. Energy insecurity, infrastructure damage, and displacement continue to affect thousands of families and institutions.
