1. Introduction

The “Uphold Sexual Minority Rights in the Great Lakes Region” project continued to advance the promotion and protection of the rights of sexual minorities through advocacy, awareness creation, community engagement, and legal empowerment initiatives. The project primarily focuses on combating stigma, discrimination, hate speech, and human rights violations affecting LGBTQI+ individuals in Rwanda and across the Great Lakes Region.

During this reporting period, HRFRA strengthened community-based advocacy efforts aimed at promoting equality, inclusion, peaceful coexistence, and respect for human dignity. Activities were implemented despite persistent social stigma and limited operational resources.

2. Project Objectives

The project seeks to:

  • Promote respect for the human rights and dignity of sexual minorities;
  • Address myths, stereotypes, hate speech, and discrimination targeting LGBTQI+ persons;
  • Strengthen awareness on equality and non-discrimination principles;
  • Improve access to legal support and referral mechanisms for victims of abuse and discrimination;
  • Enhance collaboration among human rights defenders and civil society organizations within the Great Lakes Region.

3. Activities Implemented During the Quarter A. Community Awareness and Sensitization Campaigns

HRFRA conducted awareness and sensitization sessions targeting youth groups, community members, and human rights advocates. Discussions focused on:

  • Human dignity and equality;
  • Non-discrimination and inclusion;
  • Prevention of hate speech and harmful stereotypes;
  • Peaceful coexistence and social tolerance;
  • Challenges facing sexual minorities within the region.

The sessions created opportunities for dialogue and helped increase understanding of human rights principles among participants.

B. Legal Support and Human Rights Referrals

The project continued to support vulnerable individuals experiencing discrimination and rights violations through:

  • Legal guidance and counseling;
  • Referral to appropriate legal and psychosocial support services;
  • Documentation of human rights concerns;
  • Advocacy support for affected individuals.

These interventions contributed to improving access to justice and strengthened confidence among beneficiaries to seek support when facing abuse or discrimination.

C. Stakeholder Engagement and Advocacy

During the quarter, HRFRA strengthened partnerships with:

  • Civil society organizations;
  • Human rights defenders;
  • Youth advocates;
  • Legal professionals;
  • Community stakeholders.

The collaboration enhanced coordinated advocacy efforts aimed at promoting inclusion, equality, and protection of marginalized communities.

4. Key Achievements

The project registered several notable achievements during the reporting period, including:

  • Increased public awareness regarding the rights of sexual minorities;
  • Enhanced community dialogue on inclusion and non-discrimination;
  • Improved access to legal information and referral support;
  • Strengthened cooperation among human rights actors and advocates;
  • Expanded digital advocacy outreach within Rwanda and the Great Lakes Region.

The project further contributed to creating safer spaces for dialogue and reporting of human rights concerns.

5. Challenges Encountered

Despite progress achieved, the project experienced several implementation challenges, including:

  • Persistent stigma and discrimination against sexual minorities;
  • Limited financial and operational resources;
  • Fear among victims to report violations due to societal pressure and insecurity;
  • Increasing online hate speech and misinformation;
  • Limited protection mechanisms for marginalized communities within the region.

These challenges continue to affect the effective realization of equal rights and protection for vulnerable groups.

6. Lessons Learned

The reporting period highlighted several important lessons:

  • Community dialogue remains essential in combating misinformation and stereotypes;
  • Partnerships with civil society organizations strengthen advocacy impact;
  • Digital platforms are effective tools for awareness creation and mobilization;
  • Continuous education and sensitization are critical for promoting long-term social change and inclusion.

7. Conclusion

The project continues to play a significant role in advancing human rights, equality, and dignity for sexual minorities within Rwanda and the Great Lakes Region. Despite ongoing challenges related to stigma and discrimination, the reporting period demonstrated encouraging progress in awareness creation, community engagement, and advocacy collaboration.

HRFRA remains committed to promoting inclusion, justice, and protection for vulnerable communities through sustained advocacy, legal empowerment, and human rights education initiatives
