After 21 years of grassroots advocacy for children separated from their families and placed in institutions, Their Future Today marks two significant developments for family-based care in Sri Lanka.
On 4 May 2026, Sri Lanka officially signed the 2025 Global Charter on Children's Care Reform, publicly reinforcing the government's commitment to move away from institutional care and towards family-based alternatives. Alongside this, a newly approved government framework has, for the first time, formally recognised foster care and kinship care within Sri Lanka's child protection system. As part of this, the government has mandated TFT to help build the country's first foster care pilot in the Southern Province, turning years of advocacy into a practical, government-led programme.
On the ground
Lynn has now arrived in Sri Lanka to begin turning this milestone into action. On 6 August, she'll join government leaders and civil society organisations at a further roundtable discussion to start outlining the next phase of work, part of a wider TFT programme running in Sri Lanka from 27 July to 6 August.
A growing partnership
As TFT moves to design and deliver the Southern Province Foster Care Pilot, three international organisations have stepped forward to offer technical support: Hope and Homes for Children, UNICEF and Lumos, each bringing experience of care reform from other countries. Their involvement strengthens the pilot as it moves from policy into practice, and reflects the credibility TFT has built as the government's lead technical partner in this work.
There is much still to do, but with the charter signed, foster care formally recognised in government policy, and an experienced partner coalition forming around the pilot, Sri Lanka is closer than ever to a future where every child can grow up in a safe, loving family.
