February in Tibet brings freezing temperatures and snow flurries. The ground through which the pipeline runs is currently frozen to a depth of almost three feet, making the necessary repairs impossible to accomplish. As we mentioned in the last report, in this part of Tibet the support and approval of the County administration is critical for a project of this size, very like our building permit process here in the US. Equally important is the support and input of the County Engineering Department, who must approve any plans and who will monitor the project as it proceeds. As you can imagine, there is a serious political component to the approval process. The long Tibetan Winter is giving the Village time to line up the support that they need on several levels of government to assure that approval is granted and that repairs are successful. The Village is currently getting bids on the high-quality materials necessary to complete the project so that they are ready to go forward as soon as the weather and County administration permit.
We continue to hear from the Village how much they appreciate the support provided by the Global Giving community. That people whom they have never met, from the other side of the world, would continue to care and assist them in the face of this kind of setback is both reassuring and amazing to them.
