In our last report we conveyed the good news that a major donor had made it possible for the village to repair the pipeline before the onset of the Tibetan winter. Unfortunately, the project has been delayed. In this very remote part of Tibet, the support of the County Administration is crucial for any project to move forward. There were delays in the approval process over the Summer that have now pushed the repair of the pipeline into next Spring. The village leadership has been working with the County’s leadership committee and the County engineers to agree on a design and plan that will avoid any similar problems going into the future. Several important elements are the possible modification of the route of the pipeline so that it can be buried deeply enough in the rocky mountainous soil to avoid freezing; effective insulation as a fail-safe mechanism; and the specification and purchasing of materials that are certified to meet government standards. Each of these elements has its own unique challenges and requires proactive local/regional government partnership to achieve success.
The one constant throughout this sometimes frustrating process is the persistence and equanimity shown by the villagers. Even though they are once again carrying water down the mountain every day, they know that we, the network of Global Giving supporters, continue to support their efforts and are committed to the long-term success of the project.
