1. Executive Summary

Joy Foundation, a grassroots non-profit organization based in Toba Tek Singh, Pakistan, has undertaken a focused initiative to combat violence against women (VAW) through community mobilization, awareness-raising, and support services. This report outlines the key interventions carried out, impact achieved, and recommendations to strengthen efforts to eliminate all forms of gender-based violence in the region.

2. Background and Rationale

Violence against women remains one of the most pervasive human rights violations in Pakistan, manifesting in forms such as domestic abuse, honor killings, sexual harassment, early and forced marriages, and workplace discrimination. Cultural taboos, lack of education, and limited legal protection have contributed to the normalization of such violence, especially in rural and underdeveloped areas like Toba Tek Singh.

According to national data, thousands of women are subjected to physical, psychological, and sexual violence annually, with many cases going unreported due to fear, stigma, or lack of support systems.

Joy Foundation initiated this program to:

  • Raise awareness about women’s rights and legal protections.
  • Empower women and girls to speak up and seek help.
  • Engage men and boys as allies in promoting gender equality.
  • Provide support and referral services for victims.

3. Objectives

  • To increase public awareness about violence against women and its social, legal, and emotional consequences.
  • To empower women to recognize abuse, seek help, and access justice.
  • To build capacity of local communities to identify and respond to gender-based violence.
  • To foster partnerships with law enforcement and legal aid bodies for effective referral mechanisms.

 

4. Project Activities

4.1 Community Awareness Campaigns

Joy Foundation organized 10 community-based awareness sessions in rural areas, reaching over 1,000 community members, including women, men, youth, and religious leaders. Topics covered:

Types of violence against women

Legal rights under Pakistani law (including the Domestic Violence Act, Women Protection Bill)

How and where to report abuse

Role of community in prevention

4.2 School and College Seminars

Seminars were held in 4 schools and 2 colleges in Toba Tek Singh to educate young people, especially girls, on:

Self-esteem and confidence building

Understanding consent and bodily autonomy

Reporting abuse and accessing support services

4.3 Men & Boys Engagement Workshops

Recognizing the role of men in ending violence, Joy Foundation conducted “Men as Allies” workshops, engaging 300+ men and boys in discussions around toxic masculinity, respectful relationships, and gender equality.

4.4 Legal and Psychological Support Referrals

Victims of violence were linked with:

Legal aid services through partner NGOs and bar associations

Psychosocial counseling via trained volunteers and health professionals

Shelter services in collaboration with local Dar-ul-Amans (Women Shelters)

6. Challenges

Stigma and Silence: Many women are still afraid to report abuse due to fear of retaliation or family honor.

Limited Support Services: Access to safe shelters and free legal aid remains inconsistent.

Resistance from Traditional Leaders: Some community leaders were initially hesitant to support the program.

7. Recommendations

Expand Coverage: Scale the program to more union councils in Toba Tek Singh and surrounding districts.

Advocacy with Law Enforcement: Conduct training sessions for police to improve response to VAW cases.

Sustained Community Engagement: Establish Women Support Committees in each community for long-term impact.

Mobile Legal Clinics: Organize traveling clinics offering on-the-spot legal advice and documentation assistance.

Partnership Building: Strengthen alliances with government departments, shelters, and human rights organizations.

8. Conclusion

Joy Foundation’s initiative against violence toward women is a critical step toward gender equity and social justice in Toba Tek Singh. Through awareness, education, and empowerment, the program has made meaningful strides in changing attitudes and providing support to victims. However, much more needs to be done to dismantle the cultural and structural barriers that perpetuate gender-based violence.

Joy Foundation remains committed to building a safer, more equitable society where every woman and girl can live free from violence and with dignity.
