Case Summary
The Hug Project Thailand, along with the Child Sexual Abuse Protection and Suppression
Center (under CCIB) worked together to arrest a university student suspected of running a secret
group to film students illicitly.
The operation, named “SAFE ANGEL,” began when the HUG Project Foundation received a
Tip about advertisements on the VK app promoting a secret group offering illicitly filmed
pornographic videos. After a month of investigation, authorities discovered numerous explicit videos
and hidden recordings of students and celebrities, in public restrooms. In addition, numerous
transactions were obtained linking the illegal activity to a school gardener in Sukhothai Province. At
dawn, on November 28th, 2024, led by Police Major Thanapong That Aonchumeer and Police Major
Khem Athit Thongkham raided a residence in Ban Ped Subdistrict Mueang Khon Kaen District, Khon
Kaen Province, and arrested the suspect, Mr. Rattanakorn, and recovered over 1000 illegal files that
could cause irreparable harm. This case also lead to another a arrest of security guard in Sukhothai province Thailand of the same charge where these two offenders work together.
Charges Filed:
1. Computer Crime Act for uploading obscene computer data to the public.
2. Distributing or transmitting child sexual abused images
3. Producing and possessing child sexual abused images
The HUG Projects Impact:
The Hug Project Thailand played an instrumental role in this operation. Together with law
enforcement, they provided critical support and expertise at every stage of the investigation. By
leveraging their deep understanding of child exploitation networks and forensic tools, the Hug Project
helped uncover connections and identify vulnerabilities in the suspect's network. Furthermore, the
Hug Project knowledge played a vital role in ensuring the safety and well-being of potential victims
along with steps to correctly confront the situation. Their contributions to the case underscores the
vital role in combating child exploitation. By collaboration and cooperation, law enforcement and
HUG demonstrated the importance of teamwork in addressing even the most complex and mentally
challenging cases of abuse.
Thanks to the joint effort of HUG, TICAC, and other law enforcement they limited the
escalation of this exploitation within the school and further. Together, this case sends a powerfulmessage: through
teamwork and relentless commitment, justice can prevail, and vulnerable children
can be protected. Together, we can amplify our impact, and protect more vulnerable children, building
