Orphans into loving families in Vietnam

Care for Children is nearing the signing of a new Memorandum of Understanding (MOU) with the Vietnamese government - an important step forward in our shared commitment to strengthening family-based care for vulnerable children.

This progress has been made possible through the generosity of our supporters, including those who have given via GlobalGiving. Your commitment has played a direct role in helping us build the relationships, credibility, and foundations needed to reach this milestone in Vietnam.

This renewed agreement reflects growing momentum behind efforts to move away from institutional care and towards systems that enable children to grow up in safe, nurturing families. It builds on several years of collaboration in Vietnam and sets the stage for the next phase of implementation.

Focus on Hue: Turning Commitment into Practice

Our primary focus remains Hue, where a high proportion of children in institutional care are living with disabilities and face significant barriers to family placement and community inclusion.

This next phase of work will concentrate on turning policy commitment into practical change on the ground by:

• Strengthening training for local staff and carers in family-based and disability-inclusive care.
• Expanding pathways for children to transition from institutions into family settings.
• Supporting local authorities to build sustainable, community-based alternatives to institutional care.

Hue continues to serve as a key pilot site, helping to shape approaches that can be replicated more widely across Vietnam.

Why This Matters

Children develop best in families. Stable, caring relationships provide the foundation for emotional wellbeing, development, and long-term opportunity - particularly for children with disabilities, who are often most at risk of remaining in institutional settings.

Family-based care not only improves outcomes for children, but also supports more sustainable and effective national systems of care.

Looking Ahead

The coming months will focus on finalising the new agreement, strengthening local capacity in Hue, and preparing for expanded implementation.

This is an important moment in Vietnam’s journey toward system change - and a key step toward ensuring more children can grow up in families rather than institutions.
