Summary

The Hurricane Harvey Relief Funds awarded to the Coalition will provide furniture and household items to 1,000 households of Hurricane Harvey victims moving from congregate shelter locations to apartment units where they will be able to regain some semblance of normalcy needed to advance their recovery. These displaced individuals/families are receiving 6 months of rental assistance but have no means to establish a household or to make a house, a functioning home.

Challenge

It is estimated that 60% of Hurricane Harvey victims that are still residing in congregate emergency shelters in Houston were not homeless prior to the hurricane but were not living by HUD's definition of being adequately housed. These individuals were working and paying rent, although they were not listed on the lease and therefore are not eligible to receive FEMA assistance. The other 40% were homeless before the hurricane and not FEMA eligible. Having lost everything, assistance is needed.

Solution

The hurricane victims being served will be placed in apartments for six months through assistance from other Harvey related funds and will receive furniture and household items from the Coalition through these relief funds. A one-bedroom apt. will receive $1,050 of basic furniture; a two-bedroom will receive $1,800 in basic furniture. All households will receive a Move-In Kit valued at $150 with essential household supplies such as pots/pans, dishes/silverware/glasses, sheets/blankets, etc.

Long-Term Impact

Houston has been leading the nation in ending homelessness. Overnight, tens of thousands of individuals became homeless. Many will find their way home but thousands were living one disaster away from homelessness - this was their disaster. Through these funds, 1,000 households will receive necessities to make a house, a home and stabilize their lives. Outcomes: # that take over rent after 6 months; # that connect with ongoing disaster assistance; and # requiring longer term assistance.
