4th Report on the Project: Help People Fleeing Gang Violence in Haiti
This report highlights the dramatic situation of internally displaced persons who have fallen victim to gang violence in several neighborhoods of Port-au-Prince. This violence, marked by armed confrontations and widespread insecurity, has forced many families to flee their homes and seek refuge in improvised camps. These temporary shelters, often lacking basic infrastructure, contain a vulnerable population exposed to precarious living conditions.
In response to this humanitarian crisis, the organization Action et Transformation has mobilized to provide direct assistance to displaced households. Its volunteers have visited the camps to meet with families, observe their daily lives, and assess their most urgent needs. This proximity approach has made it possible to gather directly testimonies and better understand the depth of the difficulties they face.
The analysis of the context reveals that the priority needs of displaced households center on food security, access to hygiene supplies, and the opportunity to regain a degree of autonomy through relocation. The fieldwork conducted by Action et Transformation thus provides an essential foundation for guiding humanitarian responses and mobilizing appropriate resources. This report aligns with this approach by offering a clear overview of the crisis and highlighting the actions needed to continue supporting affected families.
Over a period of one and a half months:
• Volunteers met with displaced families.
• They listened to their concerns and gathered their testimonies.
• A psychosocial questionnaire was administered to better understand their psychological state, their hopes, and their potential willingness to leave the camps and settle elsewhere (in the countryside or in another neighborhood).

Based on the data above, it is recommended to
• Establish an emergency fund to meet immediate food and health needs.
• Provide targeted financial support to facilitate the relocation of families.
• Establish a support program aimed at strengthening households’ self-reliance and their ability to care for their loved ones.
These needs reflect both a humanitarian emergency and a desire to regain a certain degree of autonomy.
To address these needs and help households move toward a phase of self-organization and self-reliance, the following is proposed:
• An emergency relief fund to cover food and health needs.
• Targeted financial assistance to facilitate the relocation of families.
• A support program aimed at strengthening their ability to care for their relatives and rebuild a minimum level of stability.
This fourth report demonstrates the gravity of the humanitarian crisis affecting displaced families in Port-au-Prince and outlines a clear framework for action. The evidence gathered through field visits and psychosocial assessments confirms that households urgently require food, hygiene supplies, and financial support to relocate and rebuild their lives. These needs are immediate, but they also represent an opportunity to foster resilience and long-term stability.
Action et Transformation has established a credible and community-based mechanism to identify priorities and deliver assistance directly to those most affected. With adequate donor support, the organization can implement a three-tiered response:
