ABOUT CERC
CERC, established in April 2017. It is a Congolese Non-Governmental Organisation (NGO) that aims at curbing corruption in its various forms and promoting the principles of good governance. Its main objective is to engage citizens to fight against corruption, thus advance the concepts of transparency and accountability. Moreover, CERC aspires at strengthening the respect of basic human rights as declared in both the Congolese Constitution and International Charters.
The organization resorts to any necessary means to fight corruption, improve quality of life, and encourage civil society to take measures towards transparency and accountability.
PROGRESS REPORT
Education infrastructure projects have rarely been successful in South-Kivu. Within an obsolete legal framework, the government has usually acted unilaterally, with little – if any - appeal to the population.
The ultimate arbiters of any local development projects are its long-term beneficiaries. The true success of an initiative can only be measured retrospectively, proportionally to the level of public satisfaction it generates. It is therefore normal that the views and demands of the local citizens be considered as the most valuable input during the development and implementation of an infrastructure project.
In October 2017, CERC with the financial contribution from donors across the world have trained 4 youth aged 15-19 years old to address corruption and bad governance. The program mobilized 4 students from Chipuko Institute and empowered them with resources and skills to combat inefficient and corrupted education services and infrastructure projects in their schools.
The initiative consisted of engaged and supported 4 youth monitors to be integrity builders championing anti-corruption in their schools.
4 youth monitors participated in the initiative. Beneficiaries came from 2 communities in Uvira, and were capable of mobilizing others student to address poor governance in their school.

Throughout the training sessions, the 4 student learned to identify the issues related to corrupt governance, to mobilize stakeholders to increase transparency and accountability in their own school.
