While the pandemic situation could have turned into a positive strategy to resume construction in the absence of face to face classes, the local government unit and the inter-agency task force has continued to place the city under a state of calamtiy due to the rising covid 19 positive cases which has already been categorized as a community transmission.
The university continues to implement the skeletal working system which only allows a maximum of 5 construction workers. Construction materials are still limited due to delay in shipments with limited transportation. Still, it has managed to resume construction at a snail pace.
And because the progress is slow, the priority is to maintain what has already been built in place to protect it from other forces of nature most especially typhoons at the same time ensuring the safety and health of the construction workers.
