HATDI is proposing to implement a six (6) month project in Baidoa District in Bay region of Southwest State of Somalia respectively. The proposed project aims to enhance citizens' democratic participation and awareness on their rights. The proposed activities individually and collectively seek to strengthen the capacity and accountability of state institutions to address and respond to grievances and injustice.
Somalia faces persistent governance and human rights challenges marked by fragile institutions, weak rule of law, and limited civic awareness. The 4.5 clan power sharing system, indirect elections, corruption, and uncertainty over one person one vote undermine inclusion and accountability. Women and marginalized groups remain excluded, access to justice is restricted, and customary systems often conflict with constitutional principles, weakening democratic participation and public trust.
This project will strengthen democratic governance by building the capacity of community groups, CBOs, and local institutions in Baidoa to engage effectively with authorities and civil society actors. Through structured dialogue, networking, and inclusive civic empowerment, it will amplify the voices of women, youth, minorities, and persons with disabilities, enhance accountability, and promote protection of human rights and equitable participation in decision making.
The project will embed inclusive civic engagement and accountability within community and institutional systems in Baidoa District, Bay Region. By building sustainable capacity of Community CBOs, women, youth, minorities, and persons with disabilities, it will create empowered rights holders and responsive authorities. Strengthened dialogue platforms and advocacy networks will endure beyond the project, promoting rule of law, social cohesion, and long term democratic resilience.
