In June 2026, the National Government formalized the Inter-institutional Agreement for the implementation of the Intersectoral Policy for a Comprehensive Approach to Pregnancy in Girls and Adolescents (PLENA 2026–2035), a strategic plan aimed at curbing sexual violence and its critical consequences during childhood.
Key actions of the PLENA 2026–2035 plan: Territorial approach: Prioritizes 46 highly vulnerable cantons in provinces such as Esmeraldas, Manabí, and Los Ríos, as well as the Amazon region.
School retention: Sets objectives to ensure that girls and adolescents remain within the regular education system.
Intersectoral coordination: Relies on technical assistance from international organizations, such as UNFPA Ecuador and PAHO/WHO, to oversee long-term protection goals.
Idea Dignidad remains committed to monitoring compliance with the PLENA Policy and tracking the implementation of its strategic plan.
