Blackout in Kyiv - emergency winterisation support

With temperatures dropping to –20 and below, the humanitarian situation in Kyiv remained critical throughout winter.  

Ongoing power outages and heating failures in residential blocks made access to warmth a primary challenge for the city’s residents. 

Key Actions Delivered: 

• Direct material support: in response to requests from local councils and "Invincibility Points," we delivered essential supplies. Our team distributed ready-to-eat meals and blankets to those in the hardest-hit areas.PAH’s distribution focused on essential food items that help keep people nourished and supported at community heating centres. Among the distributed items were tea, instant coffee, sugar, and biscuits, 

• Energy security: to ensure the continuous operation of power generators, we implemented a fuel card system. These cards were distributed and could be used to purchase fuel for generators at the Invincibility Points, municipal buildings,and private apartment complexes to keep critical infrastructure running during blackouts.Generators powered by this fuel will keep essential community spaces functioning, allowing residents to warm up, charge devices, access hot drinks or meals, and remain safe during blackouts. 

Impact:These interventions provided immediate relief to hundreds of residents, maintaining vital energy supplies and thermal comfort during the peak of winter. This support was made possible through the continued solidarity of our partners and donors.
