Before to launch our project Save life Make Difference wish to help Burundian people of determinations
but we dint got money that we need.
What is going on ? In the wake of the ongoing political and security crisis in Burundi since 2015, the economy has suddenly contracted. The economic and social progress made since the end of the civil war in the 2000s risks being swept away. The living conditions of Burundians and access to services are deteriorating.
How is this significant? The increase in unemployment and poverty favors the development of instability and exacerbates the risk of violence, while the “yes” to the constitutional referendum of May 17, 2018 could lead to the end
of power sharing between Hutu and Tutsi within institutions.
The World Bank and the African Development Bank continue to provide aid to Burundi, including working directly with ministries, unlike the European Union. The Burundian government has established new partnerships with China, Turkey and Russia. But the aid provided by these countries remains essentially symbolic, is not oriented towards strengthening the government's capacities and has only a very limited impact on the population.
Incapable of managing public affairs without the help of donors, the government blames speculators and donors, and represses all social protest. Desperate to increase state revenue, he introduced new taxes and compulsory public “contributions”, particularly to finance elections. He put pressure on banks he partly owns to grant him loans, jeopardizing their solvency. While the immediate chances of a political solution to this crisis are slim, the population continues to become poorer. The lack of prospects for development, the decline of social services, rising unemployment and the repression of social discontent have pushed many young Burundians into exile.
Burundi's European partners have only limited room for maneuver. They will decide in 2019 or 2020 on new aid programs over five or ten years. Having interrupted their budgetary and institutional support, they must now strengthen their support for the population. This aid could create desire on the part of Burundian stakeholders (including the population, the authorities, and NGOs). It is therefore important to limit the risks that its granting exacerbates conflict dynamics at the local level. To the extent that their aid will eventually pass through local NGOs, European donors should strengthen the capacity of the latter to manage these funds in a very tense security and political context. This could, for example, involve increased support for those who are subject to legal pressure from the government or diplomatic support in the event that their employees are harassed by the authorities.
