According to the United Nations Haut Commission of Refugee (UNHCR) report of 2015, there are 1.4 million refugee elder persons in Kampala. More than 2.1 million i.e. (13.7%) children below the age of 18 years were under the care of elder persons, who lived in abject poverty. Many required social protection and assistance to enable them live a normal life. Looking after orphans stresses the refugee elderly persons with limited or no economic activity to support them.
