Alcyr was born in the city of Belém. He received his undergraduate degree from Universidade Federal in Pará and his post-graduate education from Pontifícia Universidade Católica in Paraná. In addition to being the president of CDI Pará, Alcyr is also on the Ethics Inquiry Committee and the Evaluation Commission at Centro Universitário in Pará
