Noe21: New Economic Orientation for the 21st Century Noe21 is an independent association founded in 2003 and based in Geneva, whose mission is to identify, evaluate and promote solutions to climate change, with a constructive approach. Noe21 is a competence center in the sense that it retains a critical look at the solutions it evaluated, and it focuses on both behavior change, innovative technology solutions and market instruments. Noe21 is an organization in action, because it is committed to promoting and implementing the solutions it evaluated by influencing public policy, but also through seminars, carrying out research mandates and informing the general public. Noe21 is a member of the Alliance for Climate, the European Office of Environment and Climate Action Network Europe CAN-E. Noe21 is accredited to the United Nations Framework Convention on Climate Change (UNFCCC).

Programs

Fluorinated gases programme: Noe21, member since August 2010 of the Beyond HFCs coalition, came to the conclusion that we should work at the market level instead of the political level where we would be less efficient. Noe21 will collaborate with a team from an Indian partner NGO so that the main Indian supermarkets and department stores switch to the natural refrigerants. (The full compaign description il available on our website.) The goal of this campaign is to avoid the F-gases climate catastrophe and while avoiding that, to gain precious years in the CO2 campaign. We think that in order to avoid the F-gases part of GHGs, the perception of their efficiency and competitiveness must change within emerging market countries. The strategy is to remove the main barrier to the phasing in of natural refrigerants: negative perceptions. Carbon credits HFC-23 programme: What is Noe21's contribution to solve the HFC-23 problem? Noe21 has submitted a demand for the revision of the methodology to the UNFCCC in April 2010 requesting that the CDM HFC-23 profit be reduced in order to prevent the perverse incentive to produce more of the HFC-23. The methodology was finally accepted by the EB (Executive Board) starting from the 1.4.2013. The European Commission also banned these HFC23 CERs. Educational project: Noe21 offers an educational project for students, through a seminar of 90 minutes (or 50 minutes) entitled: "Climate change: causes, consequences and solutions". To educate the students and raise awareness, we realized an interactive presentation, explaining the causes, the consequences and the solutions to climate change. We have two PowerPoint presentations and our short animation movie "The solutions are waiting". The presentations are followed by a debate beetween the students and the speaker in order to give them clues how to make daily actions to reduce their CO2 emissions. Climate plan for Geneva: In September 2009, Noe21 proposed a Climate Plan for Geneva that aims to apply the IPCC recommendations for industrialized countries at the regional scale (-40% CO2 by 2020 and -95% by 2050). Climate plan for Geneva: 1 year afterwards, what has been done? We have written this document in order to propose an analysis of the decisions that have been in Geneva taken for one year, in order to determine if Geneva is experiencing a turning point in the way it deals with climate change. This study aims to be an objective assessment of the situation. Research and development programmes: One of the main activities of Noe21 is to study and to evaluate the solutions to the climate change. For this we wrote several reports which take again some of the studied solutions. Airships: an alternative to the civil aviation? Noe21 made a study on the airships lighter than the air in order to evaluate their potential like replacement for transports by reaction planes, voracious in fossil energies and with the future prospects very uncertain. Biochar, valuable carbon solution? Noe21 wrote a report on biochar (method of CO2 capture) while taking as a starting point the last evolutions in this field, both on the plan of the carbon markets and on the maintenance and the preservation of the soils. Eco21 programme: Research of examples and programs of energy conservation through Demand Side Management (DSM) in the world. Eco n'Home Mandate : researching and presenting for Eco21 the best practices of energy conservation in the world among low-income households. Eco2 Climate programme: Looking for best practices of CO2 reduction in heating and extended research program on gas conservation. Geneva legislation programme: A Noe21 working group is studying legislative bills for the Canton of Geneva to achieve the goals of the Climate Plan for Geneva. Energy law The new "Energy law" approved by referendum Sunday, March 7, 2010 is a first step in the right direction on new standards and isolation of existing buildings in Geneva. But it is unfortunately far from being sufficient. According to our estimates, a 40% reduction in CO2 emissions in the area of construction will require renovations of between 5000 and 10000 buildings at Minergy standard before 2020, which represents an investment of about $ 1 billion per year. The amounts allocated to these works (including grants provided by the state) should be much higher than those provided by the law approved by referendum.
