The slopes of La Paz, Bolivia, are not just part of its geography: they are home to thousands of families living in vulnerable conditions. Entire neighborhoods cling to steep slopes, facing foundation-weakening moisture, precarious access, and the constant risk of landslides. This danger, aggravated by urbanization and exacerbated by climate change, is intensified by increasingly heavy and unpredictable rains.
The goal is simple and powerful: to turn a mobile phone into a protection tool.
In this initiative, the protagonists are mainly women. At the “Club de Madres Renacer de Villa Nuevo Potosí,” more than twenty-five older women assumed leadership. In “Unión Alianza, Max Paredes,” there were more than thirty mothers and neighbors who, although they use their mobile phones daily, acknowledged not knowing how to take advantage of it for their safety.
This effort transcends technology; it is an act of empowerment. The aim is for these women, many with low education, to learn how to use their devices to create a community early warning network capable of notifying, even a minute in advance, when it is time to evacuate.
An alert system does not just protect assets; it strengthens solidarity and fosters a culture of rapid reaction to climate threats. Participants organize themselves to monitor risks and communicate clear signals: an Orange Alert indicates significant danger; a Red Alert demands immediate action and the activation of the family contingency plan.
The training offered by Red Hábitat is not a technical course: it is digital resilience. The mobile phone ceases to be an accessory and becomes a vital link in security. Today, hillside women are digital gatekeepers, ready to deliver the message that can save lives. In La Paz, digital literacy is a tool to continue living.
