A foundation For Success 

The signing into law by Governor Brown of a state bill that will place medically fragile infants into the hands of properly trained nurses is the cornerstone upon which AIW will build a powerful structure to house the bodies and souls of these precious life challenged infants.  State Assemblywoman Holly Mitchell did a sterling job in ushering this bill Into California’s State Law. 

The Future Challenge

There are still challenges to be overcome in fully implementing the AIW program.  Medi-Cal still has stringent criteria for the types of infants who meet the requirements for billable nursing hours.  Nurses are only paid for their services when the infant meets the Title 22 regulations, which necessitate indwelling catheters, feeding tubes, six medications or more, and tracheotomies.  AIW is working to make these requirements more flexible and conducive to treating a wider range of medically fragile infants and children who need nursing services to thrive.  Even if the infant does qualify under Title 22 regulations, there still exists a problem with timely compensation to nurses.  Nurses who bring on a new medically fragile foster care child, may have to wait 3-6 months to be reimbursed by  Medi-Cal for her nursing services this is a tremendous hard ship for the dedicated Nurse-Foster Providers (parents) who often are the primary or sole provider for their household.

An example of humanitarian selflessness in our nurses recently occurred when a nurse heard of an infant who had suffered 16 multiple fractures from her drug-addicted mother.  Even though the infant spent 30 days in the hospital and still needs numerous dressing changes, this precious Angel in waiting does not qualify for nursing hours under Title 22 regulations. This noble nurse took the infant into her home and is slowly healing her broken body, spirit and soul even though she is receiving no compensation for the intensive care nursing skills she is administering.  AIW has seen a vast number of nurses who have shown this type of dedication to saving these precious souls.

Due to our 5 star rating, we recently met with two charming representatives from Global Giving who discussed with us ways and means that we might gain greater exposure for our organization by fully utilizing the services and resources that Global Giving affords.  We greatly appreciate their input. 

A Glorious Year

2013 has been an extraordinarily productive year for Angels In Waiting.  We have ridden a whirlwind of success and the anticipation of greater success for the coming year.  Our benefactors have been marvelous in continuing to support our program, and we wish you all the best of everything this Glorious Thanksgiving. Final Vote On AB Bill 1133: 


AB BILL 1133 is moving towards the final vote of the state Legislature that will help create the funds and legal avenues for Angels In Waiting to implement a state-wide Nurse-Foster Parent program. There has been extremely strong backing for the bill, and it has received unanimous approval on both floors.  This September AB 1133 will be on Governor Jerry Brown’s desk for his signature, please call Governor Brown’s direct line at 916 445-2841 and tell him to support The Nurse- Foster Parent program by signing AB 1133.


Partnership with UCLA, UC Irvine, UC Davis , UC San



AIW has entered into a reciprocal arrangement with the University California School of Nursing throughout the state, to collectively obtain a large grant that will provide all entities a solid financial foundation to build an innovative state-wide Nurse-Foster Parent program that will help train nurses, to improve outcomes on large numbers of medically fragile foster care preemies, infants and children.  UCLA is working towards a new nursing paradigm of independent Nurse Foster Providers (i-NFP); an in-home nursing program that focuses on the special needs of medically fragile foster care infants and children.  The administrators and professors at UCLA have been extremely gracious and generous in donating their time, talent and resources to ensure the obtainment of this significant government grant.

Angels In Waiting third quarter report. 


On May 10th Angels In Waiting was once again featured on "The Doctors" television show.  The show highlighted the work that AIW had done to help heal the trauma at Sandyhook.  The AB Bill 1133 that is currently before the California state legislature was also touched upon in the initial filming.  AIW greatly appreciates the  exposure that this show has generated and the potentiality of working with the Dr. Phil Foundation in the future.

The initial voting by the Assembly Floor produced an unanimous 71-0 approval of this bill that will generate the funds necessary to treat the destitute foster care infants and children whose lives have been impacted by drugs, abuse and genetic anomalies.  Linda West-Conforti will be traveling to Sacramento at the beginning of June to witness the final Senate vote on AB1133.  
Sammy, "the miracle baby," who overcame death four times and who has survived to become an intelligent ten-year old will be accompanying Linda.  Sammy is a sterling example of how the unique, specialized care that Angels In Waiting offers can turn a premature tragedy of a drug-addicted mother into a well-adjusted thriving child. We are also focusing on setting up funds for these children that will cover special education needs and eventually higher education.  


The  senior producers of the Hallmark station show, "Home And Family," have expressed  interest in featuring AIW on  a segment that should film in late June or early July.  We understand that this show has an audience of ninety million viewers and will be a marvelous opportunity for AIW in terms of introducing our organization and the Nurse-Foster Parent program to a large segment of the population.  

As the longest day of the year, the summer solstice, approaches, we wish all our benefactors illumination and tranquality.

How Many Angels Must We Send Back to Heaven, And How Many Billions Of Dollars Must California Spend?

Angels In Waiting (AIW), a 501c3 charity created by nurses, has been granted AB 1133 carried by Assemblywoman, Holly Mitchell, District 54, which encompasses UCLA.  AB 1133, will implement AIW’s Nurse-Foster Parent Program throughout California. Our cost effective, innovative program literally has the potential to save the state of California Billions of dollars and Countless Childhoods! Your support for our AB 1133 will help us get this viable bill into law. Together, we can make a very significant impact on this rapidly growing and increasingly tragic problem.  Plus, we will have the resources to recruit more qualified nurses, who have the homes and sensitive hearts necessary to provide the special nursing care and dedication needed to help California’s growing legions of medically- fragile, foster care infants and children so that they can thrive and succeed. During this year’s National Women’s Political Caucus in Sacramento, which two professors from UCLA and AIW’s team attended, we submitted our innovative and cost saving Nurse-Foster Parent program.  Many of the Legislators displayed a strong interest in carrying our AB Bill.  However, due to Holly Mitchell’s deep commitment to improving the foster care system and the fact that her district encompasses UCLA, we felt Assemblywoman, Holly Mitchell, would be the best fit for our Assembly Bill.

AIW Nurse-Foster Parent program offers a significant improvement in the delivery of healthcare to California’s high–risk, medically fragile foster care population, while offering substantial fiscal savings in comparison to institutionalized care settings, group homes or ill-educated, poorly supported foster care homes for the medically fragile. Please refer to the endorsement letter from Kern County Public Health Services.  


Conclusion:  The Future With Your  Support

In the years since its inception, AIW has helped find permanent homes for 180 infants and children and has recruited 40 plus nurses who have medically fragile children in their homes, with approximately 15 nurses currently obtaining instruction from DFCS and or Medi-Cal. However, the licensing of these nurses has been held up in the process due to the prolonged wait for CCL to licenses our Nurse-Foster Parent homes. AIW is launching a campaign to duplicate our “Nurse Foster Parent" program throughout Los Angeles County and then into all of the counties of California and onto the nation.  Together, “WE” have the ability to Save Countless Childhoods & Countless California Tax dollars, to the sum of Billions of dollars! AB 1133 will drastically reduce the hospital re-admission rate; and a preeminent saving in state funds will result from the fact that historically 90% of our nurses adopt the children that they have restored to health.

Heart Of The Matter

As we approach the darkest day of winter, December 21st, and become enveloped in this heart of darkness, the interplay between light and darkness becomes quite apparent.  This is indeed a time of renewal, but spiritual uplift cannot transpire without first going through a dark night of the soul.  It is quite true that the heart is a lonely hunter and must find its own way through a time when light diminishes but presages a period of new illumination.  Angels In Waiting finds itself in such a point in its arc through the year.  We have recently found ourselves uplifted by great potentiality, but in our Icarian flight we have also seen our hopes melted by a number of obstructions.  We do believe that we are on the verge of a number of exciting breakthroughs that will strongly impact a number of hearts and lives.
Doctors And Angels 

Angels In Waiting completed filming of "The Doctors' Show" in November.  The show will air on Thursday, December6th at 2 PM Pacific Time on CBS.  The doctors on the show were quite receptive and very generous in their praise of the organization.  They completely opened their hearts to AIW as did the people who were involved in the technical aspects of the show.  We believe that the show will fill the wings of AIW and begin to give our organization the recognition that is essential in soaring to new levels of societal and financial receptivity.  
Singing From The Heart   
AIW also recorded a commercial last month that has several of the children singing.  The producers of the commercial have stated that they plan to make extensive usage of this commercial that could play on prime time television.  When this screening transpires, it will be excellent, additional exposure for our organization.  
Village Apothecary   
Our apothecary boutique in Lake Arrowhead Village continues to expand and has added new merchandise, including designer nurses scrubs that are becoming increasingly popular.  We are also creating an ever-increasing following among the local residents. 
The future will undoubtedly hold many exciting gifts for Angels In Waiting, and we thank again our "spirit of Christmas"benefactors for their marvelous generosity and holiday hearts.
