Yolanda, a mom of two in Fort Myers, was in its path. <\/p>\n<p>Evacuating felt virtually impossible\u2014one of Yolanda\u2019s sons has a brain injury; the other has cancer. The ferocious storm damaged the family\u2019s roof, and left Yolanda without enough money, power, or running water to care for her sons. A local nonprofit, <a href=\"https:\/\/www.globalgiving.org\/donate\/100850\/center-for-independent-living-of-broward-inc\/?rf=learn_viewpoints_equity_in_disaster_preparedness\" rel=\"noopener\" target=\"_blank\">Center for Independent Living<\/a>, answered Yolanda\u2019s urgent call for help, and one of its team members, Stephanie, drove more than a hundred miles to shuttle the family to a safe hotel.<\/p>\n<blockquote class=\"box_bottomMargin1 box_verticalPadded1 box_horizontalPadded6 text_fontSizeLarger col_ggPrimary1Text\"><p>The most at-risk families like Yolanda\u2019s are now continually in the path of climate-change fueled disasters. They also have the most to teach us about how to build response plans that leave no one behind.<\/p><\/blockquote>\n<h3>Struck three times in 13 months<\/h3>\n<p>In the era of climate change, back-to-back hurricanes striking west Florida also have a lot to teach us. After Hurricane Ian, came Idalia, then Debby, then Helene\u2014and now Milton.<\/p>\n<p><a href=\"https:\/\/www.nesdis.noaa.gov\/news\/debby-crosses-the-florida-panhandle-category-1-hurricane\" rel=\"noopener\" target=\"_blank\">Hurricane Debby<\/a> made landfall in Florida\u2019s Big Bend on the morning of Aug. 5, 2024, the same region Hurricane Idalia struck thirteen months earlier and <a href=\"https:\/\/www.globalgiving.org\/projects\/hurricane-helene-relief-fund\/?rf=learn_viewpoints_equity_in_disater_preparedness\" rel=\"noopener\" target=\"_blank\">Hurricane Helene<\/a> would strike a little over a month later. Debby landed as a category 1 storm, and most news headlines seemed to breeze over its impact. <\/p>\n<p>\u201c<a href=\"https:\/\/www.ajc.com\/news\/georgia-news\/coastal-georgia-begins-to-exhale-as-the-worst-of-tropical-storm-debby-moves-north\/GVVAZVJTRNCFHBIVLVEF5YHKYY\/\" rel=\"noopener\" target=\"_blank\">Coastal Georgia begins to exhale as the worst of Debby moves north<\/a>,\u201d reads one headline. <\/p>\n<p>\u201c<a href=\"https:\/\/www.tallahassee.com\/story\/weather\/2024\/08\/05\/hurricane-debby-florida-landfall-path-impacts-storm-surge-rainfall-sp\" rel=\"noopener\" target=\"_blank\">Debby weakens, slows down after Florida landfall<\/a>,\u201d reads another.<\/p>\n<p>\u201c<a href=\"https:\/\/www.tampabay.com\/news\/florida-politics\/2024\/08\/05\/hurricane-debby-missed-tampa-bay-is-worst-over\/\" rel=\"noopener\" target=\"_blank\">Hurricane Debby missed Tampa Bay. Is the worst over?<\/a>\u201d another asks. <\/p>\n<p>What headlines alone could never fully reveal was the extent of Big Bend\u2019s existing vulnerability. The life and landscape-altering damage from the previous strike, <a href=\"https:\/\/www.globalgiving.org\/projects\/hurricane-idalia-relief-fund\/?rf=learn_viewpoints_equity_in_disaster_preparedness\" rel=\"noopener\" target=\"_blank\">Hurricane Idalia<\/a>, never broke through into mainstream news. <\/p>\n<p>Idalia <a href=\"https:\/\/www.weather.gov\/mhx\/IdaliaReview202\" rel=\"noopener\" target=\"_blank\">took four lives<\/a> in Florida and left <a href=\"https:\/\/www.forbes.com\/sites\/brianbushard\/2023\/08\/31\/hurricane-idalia-leaves-up-to-20-billion-in-damage-estimate-sayswell-below-ian\/?sh=de2296a35da2\" rel=\"noopener\" target=\"_blank\">$20 billion in damage<\/a> in its wake. It also badly <a href=\"https:\/\/www.tampabay.com\/news\/environment\/2023\/09\/26\/florida-beach-hurricane-pinellas-barrier-island-shoreline-changes-idalia\/#:~:text=Boaters%2C%20scientists%20and%20environmental%20stewards,island%20migrates%20into%20the%20lagoon.%E2%80%9D\" rel=\"noopener\" target=\"_blank\">eroded shorelines and mangrove roots<\/a> on islands that act as essential barriers to deadly storm surges on the mainland. Hurricane Idalia\u2019s impact is still felt across some of Florida\u2019s poorest counties, where about <a href=\"https:\/\/www.wusf.org\/weather\/2023-09-05\/idalia-hit-one-floridas-poorest-areas-how-could-that-impact-economic-recovery\" rel=\"noopener\" target=\"_blank\">1 in 5<\/a> people live in poverty. The rural communities of Big Bend are among the most vulnerable in the United States, according to <a href=\"https:\/\/hazards.fema.gov\/nri\/social-vulnerability\" rel=\"noopener\" target=\"_blank\">FEMA<\/a>. Many who live there are <a href=\"https:\/\/news.wfsu.org\/wfsu-local-news\/2023-05-18\/new-alice-report-shows-big-bend-above-the-state-average-for-struggling-households\" rel=\"noopener\" target=\"_blank\">barely getting by<\/a> and <a href=\"https:\/\/www.washingtonpost.com\/climate-environment\/2024\/09\/29\/helene-homeowner-flood-insurance\/\" rel=\"noopener\" target=\"_blank\">don\u2019t have flood insurance<\/a>. <\/p>\n<blockquote class=\"box_bottomMargin1 box_verticalPadded1 box_horizontalPadded6 text_fontSizeLarger col_ggPrimary1Text\"><p>Their stories mirror Yolanda\u2019s. Any hurricane\u2014Ian, Idalia, Debby, Helene, or Milton; Category 1 or Category 5\u2014can deliver an unbearable blow.<\/p><\/blockquote>\n<h3>The most vulnerable are hit the hardest after disasters<\/h3>\n<p>A disaster isn\u2019t easily overcome for a family that is already struggling to make ends meet. Communities that are under-valued, vulnerable, and marginalized <em>before<\/em> a disaster endure the heaviest impacts <em>after<\/em> a disaster, suffering longer recovery times and becoming <a href=\"https:\/\/americaninequality.substack.com\/p\/natural-disasters-cause-havoc-for\" rel=\"noopener\" target=\"_blank\">more likely to fall even deeper below poverty lines<\/a> as a result. <\/p>\n<p>The nonprofit where we work, <a href=\"https:\/\/www.globalgiving.org\/disasters\/?rf=learn_equity_in_disaster_preparedness\" rel=\"noopener\" target=\"_blank\">GlobalGiving<\/a>, has been developing solutions to the overlooked issue of disaster vulnerability for decades. Our <a href=\"https:\/\/www.globalgiving.org\/projects\/hurricane-ian-relief-fund\/?rf=learn_viewpoints_disaster_llusion_silver_lining\" rel=\"noopener\" target=\"_blank\">Hurricane Ian Relief Fund<\/a> supported <a href=\"https:\/\/www.globalgiving.org\/donate\/100850\/center-for-independent-living-of-broward-inc\/?rf=learn_equity_in_disaster_preparedness\" rel=\"noopener\" target=\"_blank\">Center for Independent Living\u2019s life-saving work<\/a> on behalf of Yolanda and other families, along with 16 other high-impact nonprofits.<\/p>\n<p>Our most recent research, \u201c<a href=\"https:\/\/www.globalgiving.org\/learn\/disaster-preparedness-illusion\/?rf=learn_viewpoints_disater_illusion_silver_lining\" rel=\"noopener\" target=\"_blank\">The Disaster Preparedness Illusion<\/a>,\u201d shows disaster preparedness is a critical component in safeguarding communities in Big Bend and beyond. <\/p>\n<blockquote class=\"box_bottomMargin1 box_verticalPadded1 box_horizontalPadded6 text_fontSizeLarger col_ggPrimary1Text\"><p>Our research maps impressive strides in disaster preparedness since the 1960s, but the progress can easily become an illusion that masks underlying vulnerabilities and inequities in disaster response and recovery.<\/p><\/blockquote>\n<p> This illusion is particularly concerning in the context of climate change, which is driving an increase in the frequency and severity of disasters globally.<\/p>\n<p>Around the world, not just in Big Bend or Fort Myers, the impacts of disasters remain disproportionately severe. Countries in the Global Majority and marginalized communities bear the brunt of rising climate shocks, experiencing <a href=\"https:\/\/news.un.org\/en\/story\/2023\/05\/1136897\" rel=\"noopener\" target=\"_blank\">nine in 10 deaths and 60% of economic losses<\/a> from extreme weather events, according to the United Nations. <\/p>\n<p>Research shows that for every $1 donated to preparedness and disaster risk reduction up to <a href=\"https:\/\/www-undrr-org.translate.goog\/our-work\/our-impact?_x_tr_sl=es&#038;_x_tr_tl=en&#038;_x_tr_hl=en&#038;_x_tr_pto=sc\" rel=\"noopener\" target=\"_blank\">$15 can be saved<\/a> in recovery. Despite this, a meager <a href=\"https:\/\/disasterphilanthropy.org\/blog\/making-sense-of-the-numbers-measuring-the-state-of-disaster-philanthropy-2023\/\" rel=\"noopener\" target=\"_blank\">1 to 4%<\/a> of philanthropic investment is invested in disaster risk reduction in any given year. Without a radical shift in the way we think about disaster preparedness, some communities will continue to be trapped in a recurrent cycle of deeper and deeper risk, while others escape it.<\/p>\n<h3>Moving beyond the illusion<\/h3>\n<p>To create a system that genuinely protects everyone, we need to focus on the bigger picture of vulnerability and impact. This means investing in long-term, equitable recovery and preparedness measures that prioritize the needs of the most at-risk communities.<\/p>\n<p>At GlobalGiving, our team sees a silver lining. <\/p>\n<blockquote class=\"box_bottomMargin1 box_verticalPadded1 box_horizontalPadded6 text_fontSizeLarger col_ggPrimary1Text\"><p>Public, private, and philanthropic sectors have an opportunity now to come together and lead by example\u2014and many already are.<\/p><\/blockquote>\n<p> Since 2002, GlobalGiving has raised more than $275 million for disaster response from more than 500 companies and nearly two million everyday people. They\u2019re supporting initiatives that focus on the most vulnerable communities, enhancing local preparedness, and building infrastructure that can withstand future disasters. <\/p>\n<p>Consider how the Walton Family Foundation and the Herbert W. Hoover Foundation joined forces to help The Nature Conservancy study the <a href=\"https:\/\/news.ucsc.edu\/2019\/10\/mangroves.html\" rel=\"noopener\" target=\"_blank\">impacts of mangroves on disaster risk reduction<\/a> in Collier County, Florida. It turns out the densely-rooted tropical plants <a href=\"https:\/\/www.nature.org\/content\/dam\/tnc\/nature\/en\/documents\/Mangrove_Report_digital_FINAL.pdf\" rel=\"noopener\" target=\"_blank\">prevented $1.5 billion in damage and reduced flooding for more than 100,000 people living below the poverty line<\/a> during Hurricane Irma in 2017. <\/p>\n<p>Meta, the company that owns Facebook and Instagram, has invested in disaster risk reduction elevating women as decision makers. In partnership with GlobalGiving, Meta supported the <a href=\"https:\/\/cdp.org.ph\" rel=\"noopener\" target=\"_blank\">Center for Disaster Preparedness in the Philippines<\/a>, which provides training to boost women\u2019s roles in disaster risk reduction planning. This is important because <a href=\"https:\/\/www.bbc.com\/news\/science-environment-43294221\" rel=\"noopener\" target=\"_blank\">women are more vulnerable to the effects of climate change than men<\/a>, and their lived experiences make them well-positioned to drive real and lasting solutions. <\/p>\n<p>The good news is that philanthropists of all shapes and sizes\u2014from donors on their mobile phones, to decision makers at companies like Meta, to families like the Waltons\u2014are stepping up to help achieve equitable disaster preparedness. And there are more and more tools available to do so. Tools like the <a href=\"https:\/\/www.globalgiving.org\/companies\/?rf=learn_viewpoints_equity_in_disaster_preparedness\" rel=\"noopener\" target=\"_blank\">new corporate disaster response framework at GlobalGiving<\/a>, which has already helped dozens of Fortune 500 companies chart a meaningful course forward in the face of a problem like climate change that can seem insurmountable. <a href=\"https:\/\/www.csmonitor.com\/Commentary\/the-monitors-view\/2024\/0626\/A-joyful-rise-in-giving-circles#:~:text=The%20growth%20of%20giving%20circles,in%20April%20by%20Philanthropy%20Together.\" rel=\"noopener\" target=\"_blank\">Giving circles<\/a> are also on the rise, with total money raised from these grassroots collectives doubling over the last decade to more than $3 billion. Crowdfunding is now ubiquitous, with over <a href=\"https:\/\/alternatives.financesonline.com\/crowdfunding-statistics\/\" rel=\"noopener\" target=\"_blank\">1,400 platforms<\/a> to choose from in the US alone.<\/p>\n<p>As we unite in generosity to give Hurricane Helene and Hurricane Milton survivors the support they need to recover, let\u2019s also seize the opportunity to overcome the illusion that disaster preparedness alone eliminates vulnerability.
