Nine months later, the department hadn\u2019t delivered.<\/p>\n<p>\u201cWe tried a bunch of things. We failed completely. We were being ridiculed in the hallways,\u201d Whittle confessed in his TEDx Talk, \u201c<a href=\"https:\/\/www.youtube.com\/watch?v=MvK7VK8hv70\" target=\"_blank\" rel=\"noopener noreferrer\">Do What Makes Sense\u2014When It Makes Sense<\/a>.\u201d<\/p>\n<p>It was time to try something different. Whittle invited anyone in the world to the bank to pitch an idea, without going through the traditional government funding process. Over 300 teams responded to the open invitation.<\/p>\n<p>\u201cFor two days, all that mattered was the quality of your ideas and not who you were,\u201d Whittle said.<\/p>\n<p>Within 48 hours, Whittle had awarded $55 million to 44 entrepreneurs. Success, he thought. Until a woman from Uganda told Whittle that his competition didn\u2019t \u2018make sense.\u2019<\/p>\n<p>She said, \u201cYou should have a secondary market where anybody in the world, like me, can find money from anybody else in the world.\u201d<\/p>\n<p>Whittle realized she was right.
