{"id":13651,"date":"2017-12-27T11:21:45","date_gmt":"2017-12-27T16:21:45","guid":{"rendered":"http:\/\/www.globalgiving.org\/learn\/?p=13651"},"modified":"2022-12-19T10:31:20","modified_gmt":"2022-12-19T15:31:20","slug":"rigorous-humility-monitoring-and-evaluation-critique","status":"publish","type":"post","link":"https:\/\/www.globalgiving.org\/learn\/rigorous-humility-monitoring-and-evaluation-critique\/","title":{"rendered":"Rigorous Humility: Seeking A Healthier Relationship With Results"},"content":{"rendered":"\r\n<p>In the social good sector circles I travel in, we are thinkers. We high-mindedly question everything about \u201cwhat works.\u201d We obsess about gathering data to answer those questions.\r\n<blockquote class=\"box_bottomMargin1 box_verticalPadded1 box_horizontalPadded6 text_fontSizeLarger col_ggPrimary1Text\">At what point does this all this thinking insulate us and remove us from the lived realities of people we\u2019re trying to support?<\/blockquote><\/p>\r\n<p>Susan Beresford, former president of the Ford Foundation, once called this \u201cevidence disorder\u201d in philanthropy. And seven years after former USAID Administrator Andrew Natsios coined the term &#8220;<a href=\"http:\/\/www.devpolicy.org\/usaid-obsessive-measurement-disorder20101122\/\u201c target=\"blank\">Obsessive Measurement Disorder<\/a>&#8221; in aid, the space for emergent solutions and the need for control or certainty continue to operate in an inverse relationship in our sector.<\/p>\r\n<p>We have more information at our disposal than at any other time in human history. I\u2019m worried does this mean we have also been decreasing our risk tolerance for \u201cnot knowing?&#8221;<\/p>\r\n<p>The trouble with looking at our work in an intervention-based mentality is that the path to a more equitable and just society requires risk\u2014an approach that the aid sector in particular has attempted to ignore through applying technical and managerial approaches. Applying the project tools of our trade to the rarely linear, unpredictable path of social change is often a fool\u2019s errand.<\/p>\r\n<p>The evidence push also reinforces a glass ceiling that prevents the participation of those who supposedly matter most in decision-making, exacerbating the inequalities in our partnerships. And at the end of the day, our attempts to strip away emotion don\u2019t actually serve to <a href=\"http:\/\/bigthink.com\/experts-corner\/decisions-are-emotional-not-logical-the-neuroscience-behind-decision-making\" target=\"blank\" rel=\"noopener\">neutralize our decision-making<\/a> and make it as objective and reasonable as we believe.<\/p>\r\n<p>Undoubtedly, soundly gathered and interpreted data can provide important new perspectives for us all to consider. So, how do we remain unsatisfied with poor results? And still prepare ourselves to embrace the mystery?\r\n<blockquote class=\"box_bottomMargin1 box_verticalPadded1 box_horizontalPadded6 text_fontSizeLarger col_ggPrimary1Text\">An idea I call rigorous humility can help us prevent and mitigate an unhealthy fixation on evidence and measurement.<\/blockquote><\/p> \r\n<p>It means being humble about the limitations of what we can and cannot know. It means being rigorous about recognizing and responding to others\u2019 full potential to be capable agents of change, with or without us. It means breaking down the idea of <a href=\"https:\/\/brightthemag.com\/to-the-u-s-resistance-movement-america-is-not-exceptional-9e2f007d386b\" target=\"blank\" rel=\"noopener\">who needs to learn from whom.<\/a><\/p>\r\n<p>Rigorous humility invites us to continually recreate our work as we learn and to expand the notion of accountability. Perhaps unsurprisingly, the concept of rigorous humility has its roots in all faith traditions and is also a key part of the scientific process. It is found in the \u201csearching\u201d for answers in which we are continually engaged. In his autobiography, Gandhi explains it this way:<\/p>\r\n<p style=\"padding-left: 30px;\"><em>\u201cThe instruments for the quest of truth are as simple as they are difficult. They may appear quite impossible to an arrogant person, and quite possible to an innocent child. The seeker after truth should be humbler than the dust\u2026Only then, and not until then, will he have a glimpse of the truth.\u201d<\/em><\/p>\r\n<p>The most effective and inspiring community leaders, philanthropists, social entrepreneurs, development practitioners, and agents of change I\u2019ve ever worked with embody rigorous humility. They know the limits of their experience and their attitude and actions reflect that they see themselves as only one of many. Rigorous humility involves:<\/p>\r\n<ul>\r\n<li>Giving up the role of expert<\/li>\r\n<li>Active engagement in self-reflection<\/li>\r\n<li>Taking concrete steps to bring power imbalances into check<\/li>\r\n<\/ul>\r\n<p>In a \u201cpost-colonial\u201d sector, who is actually assuming the most risk? (HINT: Those at the top of the aid food chain avoid risk by transferring it to people closest to the problems.)<\/p>\r\n<p>You see, there\u2019s often very real fear behind our rational thinking minds\u2014fear of failure, fear of being held accountable, fear of looking stupid. But rigorous humility involves saying <a href=\"\/\/www.how-matters.org\/2013\/05\/28\/preserving-the-i-dont-know-within-big-data\/\" target=\"blank\" rel=\"noopener\">I don\u2019t know<\/a>\u201d and accepting failure and ambiguity as an expected part of what we do. It means exhibiting a keen awareness of where we are positioned within the information supply chain. It means consciously <a href=\"http:\/\/www.how-matters.org\/2013\/07\/19\/something-knowing-thyself-requires\/\" target=\"blank\" rel=\"noopener\">surrounding ourselves with people who offer differing perspectives.<\/a><\/p>\r\n<p>I\u2019ve worked extensively in building the monitoring and evaluation capacity of grassroots organizations in Africa. What I and many other contributors to the book &#8220;<a href=\"https:\/\/www.smartrisks.org\/\">Smart Risks<\/a>&#8221; have found is that abstract metrics or Logframes often don\u2019t often help people understand their relationship to improving the well-being of those around them. Rather, local leaders, as members of a community, read real-time trends via observation and even intuition. They seem to know what we have forgotten\u2014that this ephemeral life is governed by a multitude of forces.<\/p>\r\n<p>Cukier and Mayer-Schoenberger in \u201c<a href=\"https:\/\/www.foreignaffairs.com\/articles\/2013-04-03\/rise-big-data\" target=\"blank\" rel=\"noopener\">The Rise of Big Data<\/a>\u201d in the May\/June 2017 issue of Foreign Affairs argue that \u201cThere will be a special need to carve out a place for the human: to reserve space for intuition, common sense, and serendipity.\u201d<\/p>\r\n<p>Embracing uncertainty can allow local solutions to emerge that fall outside strict <a href=\"https:\/\/www.globalgiving.org\/learn\/monitoring-and-evaluation-terminology-explained\" target=\"blank\" rel=\"noopener\">monitoring and evaluation frameworks<\/a>. Rigorous humility encourages us to deeply <a href=\"http:\/\/www.how-matters.org\/2011\/05\/25\/rcts-how-matters-advice-for-donors\/\" target=\"blank\" rel=\"noopener\">consider what evaluative practices are practical and proportionate given the size and scope of our efforts and resources<\/a>, as well as building a system for flagging issues early on. Rigorous humility supports grantees to share achievements and challenges in ways that aren\u2019t solely about quantifying success in outsiders\u2019 terms. It means knowing when to stay even though a partner is struggling, and when to leave if the partner is failing.<\/p>\r\n<p>Anyone can identify what\u2019s wrong. It takes much more skill and courage to identify what\u2019s right, what\u2019s possible, and where change feasibly can occur. <blockquote class=\"box_bottomMargin1 box_verticalPadded1 box_horizontalPadded6 text_fontSizeLarger col_ggPrimary1Text\">Rigorous humility keeps our eyes wide open to uncertainties and perplexities and helps us keep our hearts and minds open to what <em>is<\/em> possible.<\/blockquote><\/p>\r\n<p>There remains quite a lot we cannot know about how social transformation occurs.
