Lina Alhsny & Laila Alshbibi established the organization. It was founded on 17 December 2011 as a response to the Yemen uprising to promote women's rights. To Be Foundation is also registered in the EU Aid Pador System, EuropeAid ID: YE-2013-FGI-2410607540. The organization was founded as a response to the events in 2011 when the Yemen upraising (Arab spring) begun. It was a women led initiative to address the needs of monitoring human rights violations and abuses that were happening against the women and youth protestors.
