Part-time Accountant with GlobalGiving China

This is a part-time position, fee to be paid in RMB on a contracted project basis.

GlobalGiving Foundation's Representative Office was officially registered in Shanghai, China and in accordance with the Law of the People's Republic of China on Administration of Activities of Overseas Nongovernmental Organizations in the Mainland China. This registration will allow GlobalGiving's grantmaking and other charity work to continue in China under the supervision of the Public Security Bureau (PSB) and its Professional Supervisory Unit (PSU)—Shanghai Peoples Association of Friendship.

By registering a representative office in China, GlobalGiving (GG) hopes to continue its partnership with funders in China and to find new ways to engage corporate in social responsibility and to support the Chinese social sector.

Major Job Responsiblities

  • Tax registration in Shanghai with the support from lawyer and China office
  • Support opening of a bank account in liaison with GG's finance team in the US
  • Support annual budgeting process under the guidance of US team and China Office Representative
  • Support grantmanking based on annual activity plan; check and ensure disbursements are made in accordance with local laws and regulations as well as GG's financial policies and procedures
  • Support annual reporting process; assist the China Representative Office in preparing annual financial statements, and related accounts closing a required by the NGO Overseas Law.
  • Compile, scrutinize and verify all grant fund transfers and follow-up settlements in a timely manner,
  • Actively participate in hosting annual internal and external audits.
  • Ensure transaction documents are timely and appropriately filed for easy retrieval.
  • Other finance related work as necessary.

Qualifications and Experience

  • A university degree in Commerce, Economics, Business Administration or related field will be an advantage;
  • Professional accounting qualification of CPA or ACCA or their equivalent is preferred;
  • Minimum of three years of experience in financial administration & management preferably within an international organization or multinational company;
  • Developed financial management/accounting skills are essential Project management an asset;
  • Excellent computer skills and knowledge of Microsoft Office programs;
  • Excellent communication skills, oral and written in both Chinese and English;
  • Ability to work with a variety of people and projects, excellent interpersonal, teamwork abilities;
  • Sound knowledge of PRC tax laws, domestic accounting rules, standards and regulations
  • Ability to promote team synergy in a multi-cultural work environment;
