Free Primary Education

We are being told that we have free education. no we dont have that because we pay for the education somehow and wrongpeople are benefiting from it. My brother finishes his primary education two years ago but till know his results slips and certificates are still in school the school wants to b paid so that it could release the documents yet they tell us that our kids and brothers and sister are having free primary education realy that dont make any sense to me
