Global Giving and Chevaliar Roche Society jointly offered the disaster & Risk Reduction Training programme for the affected community in the Mavadippalayam village. Global Giving aided project CRS managers offered the training. This village has been heavily affected during the cyclone thane hit the same village has been affected already with the cyclone Nisha. This inhabitants of this village are tribal people. They are mostly illiterate and they have no awareness about the disasters generally. Therefore we gave more importance to this village and provided the training to them. Mr.Arangi, Panchayat president, Arisiperiyan Kuppam presided over the function in the presence of Mr.Vadivelu, Vice president and Mr.Sakthivelu, Panchayat secretary.

We train as follows

-         Preparation of the Disaster Management plan

-         Contents of the plan were taught to them in detail

-         Teaching of Early Warning Communication

-         Teaching seeking the affected and injured community during the time of disaster.

-         Teaching of saving the important documents and running away to the safe places

-         Teaching of farming a Disaster management committee in the village itself

-         Teaching about the importance and service of this committee

-         Teaching the committee to gave more importance to the vulnerable community.

-         Emphasizing the committee to serve as a bridge between the Govt. and the affected village.

-         Importance of Insurance policy was emphasized.

As the community in this village were illiterate and belong to the tribal community we offered them training theoretically and practically. Hence they were much interested and understood clearly.

Disaster Risk Reduction training was offered to the community of the village Singirikudi in Cuddalore district, which was affected by the cyclone Thane. Global Giving and Chevaliar Roche Society jointly offered the training. Manager and team, Chevaliar Roche Society performed this training. Mrs. Rajeswari Haridasar President, Singirikudi Panchayat presided over this function in the presence of Mr. Palanivel, Panchayat at secretary.

-         This is the village affected heavily with Tsunami cyclone Nisha and Thane

-         Strengthening of the Disaster and Risk Management Team

-         Teaching of the works to covered before and after the disaster.

-         Teaching of  Evacuation routes should traced and these routes should be drawn on the floor of a public place.

-         Activities of a teams were explained in detail

-         Announcing the necessity of Panchhayat level disaster Management plan to the village people.

-         Emphazing the identification of most vulnerable places and vulnerable people in the village

-         Announcing how to locate the safety places

-         Along with this the Mock drill programme was offered to the people in the village

-         Emphasizing the people to convey the points they heard to their children

TRAINING ON INSURANCE:

            As we know Cuddalore is the district which is continually affected with the continuous disaster (Tsunami 2004, Nisha 2009 and Thane 2011). In all the three disasters, Cuddalore both Coastal and Agricultural plains have been heavily affected. But it is a  hectic problem, to the central and state Govt. even though it has announced various redemption process generally this vulnerable community have an attitudes that the Govt. would provide us the relief funds. Also they have a myth that their bank loan repayment would be cancelled. Therefore Govt. has a idea to make the community about the awareness necessity for them to have the Insurance polices  for them and the possessions. In a period of lost three years abundance of private Insurance  agencies has arisen. This private companies had announced alterative polices such as dividends / bonus etc. As some Insurance companies   are fraudulent community have almost lost their hope, in private Insurance Companies. To remove the difficulties and to direct the community in a right direction and to motivate them to have the Insurance with the rightly chosen companies, therefore we had the Training on 21.03.2012 at Vellakarai Panchayat (Cuddalore Block) for the farmers. We convened following sessions               :

v     Health and Life Insurance for the individuals.

v     It is a must Insurance for the agricultural crops.

v     Insurance must for cattle / poultry.

v     Insurance for vehicles / Agri. equipments / Harvesting instruments etc.

This training was presided over by the Vellakarai Panchayat president, Advocate Krishnasamy. So many Insurance representatives participated in the programme and offered Lecture about various benefits of Insurance.

TRAINING ON RIGHT TO GOVERNEMENT AID:  

            As we know in India, especially Tamilnadu caste system pre dominantly valuable every year. In the cyclone Thane affected District Cuddalore predominant  is Parayar (Scheduled Caste) and Vannyar (Most backward class). Both the communities are comparatively very low educated. So they have the feeling of inferiority always. As they are in the vulnerable communities they don’t know even apply / or claim for any relief, therefore we convened the training programme on 23.03.2012 on Vellakarai for Dhalith / Vannyar with the presidentship of Advocate Krishnasamy and training was taken by Mr.Damotharan – CRS. We taught the under privileged community as follows.

v     The relief from Govt is applicable to all the victims of being                               disaster we made them to realize about that.

v     Cuddalore is a backward district / disaster prone district. So it has special features and providences from Govt. but the community has no knowledge about that.

v     This very sad they even don’t know that it is basic right to get the water, sanitation, road and electrical facilities we trained them also.

v     There is a relief discrimination also prevalently found therefore we motivate them and relevant them that it is basic rights.

v     We offered them, clear understanding about the Govt aids, and the various approaching methods.

v     We also encourage them to get the compensation for the damage incurred by them. 

 

 

 

 

 

 

TRAINING ON DISASTER MANAGEMENT:

               On 24.03.2012 (Saturday) we convened the disaster management training programme at Kondur pancahayat (Cuddalore Block). The local panchayat president        M/s Gomathi inaugurated this training programme. Our global giving aided Project Manager  Mr.Dhamotharan taught various methods of disaster management training. As delivered  the key points as follows:

v     Types and  Definition of Disaster.

v     Natural and man made disaster.

v     Various precautionary measures (preparedness) 

v     Formation / strengthening of Disaster Management communities.

v     Various services of committee as a bridge between Govt. various Donors and local    resource mobilizes / corporates.

v     With the help of Disaster Management committee PRA was conducted with the participation of vulnerable community.

v     Through where the community will get the entire knowledge of resources, and they themselves would plan and serve for that accordingly.

v     Then only they have the knowledge to duly the vulnerable community / hot spots.

v     Evacuation plan / safe route / alternative route was prepared by themselves.

v     We taught them various methods of First aid and methods of redemption.

v     We taught also about protect the community from fire injury / by covering much wool. We had demonstration clan also practically.

v     Also it was trained, how he rescue the community who were heavily injured thro earthquake, or cyclone.

v     It was also stressed that the protector must know how to gave himself also.

 PRA (PARTICIPATORY RURAL APPRAISIAL)

           

            In the previous reports we viwed the cuddalore district, parangipettai coastal block PRA, this time we have viewed a agricultural village (Annawalli). This panchayat away him the district heed Quarters cuddalore 18Kms. This is purely  agricultural village. There are mostly Dhallith ( Sheduled caste) people are reside. This present target community belong mainly of Agricultural – coolies and small farmers. This is a Drought prone village. Surrounding this village, any other village is  not formed / near by distance only empty space is found. As they have no enough  rainfall in the village they are planting only ground nuts.

 

This cuddalore district block Annawalli pancahyat has been much affected during thane. By the uprooted trees more than 40% of tiled house damaged. As this area has been affected heavily by cyclone Nisha and Thane cyclone serially. Here is a cyclone relief centre but the centre is much damaged as it is 20 years old building during thane also the community did not go to relief centre, stay over there. Through out present  project is going on over, there we have a given a petition to the Govt. through M/s Thilaga rani (panchayat president , Annavalli) to  re establish the cyclone shelter.

 

Almost here all the community are BPL (below poverty line) level. Here is  a Angawadi ( child Mid day meal centre) but to PHC (primary health centre). In any health emergency the community travel a distance of 10km, Already here are women self help groups  and they have a  building for their work. From these   itself.   We are convene PRA (participatory rural appraisial ). Here is a  middle school (Ist to VIII std), As there is no any high school or higher secondary, the students here are unable to obtain any higher education. The important town ( caddalore and Kurinchipadi) are away from this village 15 – 20 km .Even though   they have the transportation facilities the community there is economically very poor being conducted social mapping  ( one among the major  sociological reasearch tool of PRA ) we have collected the above said particulars from the community itself directly. The target group themselves drew pictures in front of temple using chalk piece / white colour powder. By using this tool (the titled, hut houses) existing Govt. sources (Govt. school etc) water resources safe and alternative route for the future disaster, and also they themselves evolved a evacuation plans. There were two benefits as the community      itself drew the diagrams .

  1. They themselves have the clear about the resources of about their own village.
  2. They have come to know the alternative route to escape the fourth coming    any disaster by evacuation plan .

 

SEASONAL DIAGRAM :

                  The community itself also drew a seasonal diagram on the floor                using various color powders. This clearly demonstrates, harvesting ground nuts and a few vegetables in various season. We taught them the protection methods to gave them from the forth coming disaster  and drought. Our global giving staff Team guided them  also a new farm pond in this village with the help of Nabard Bank. We have given a petition to the Nabard bank through panchayat president.

 

ANNA VALLI VILLAGE HOUSE HOLD SURVEY:

                  Our global giving aided staff Team visited every houses in the Annavalli Village and tool house hold / damaged survey. As we had met the community already during  PRA and trainings.  The reception of individual community is fruitful. We have collected the survey of the totally damaged houses and submitted the report with District collector  through   the panchayat leader.

SURVEY OF THE DAMAGED TILED HOUSES:

 

We know about, damage caused by cyclone Thane. Our state Govt. announced the grants for rebuilding of green houses (100% damaged houses) only. Because of this the tiled houses damaged by tree falling the tenants could not get the Govt. compensation. Others could (partial damaged) not get the provision, actually they are below the poverty line on 18.02.12 to 29.02.12) Those who are provided the compensation also need 5 years donation at least for the reconstruction of these houses. Therefore we started the survey for the tenants of partially damaged tiled houses. These survey was taken through our Global giving staff team.  Through transact walk and PRA (Participatory Rural Appraisal) Our Global Giving team have submitted the PRA survey to the state Govt. through the Parangipettai Town panchayat president.

 

TOT (TRAINING OF TRAINERS FOR FIRST AID TRAINING:

Our targeted Parangipettai block were heavily affected by 2004 Tsunami, Nisha and also 2011 cyclone Thane. As the inhabitants like the above, they are affected more physically. Therefore we have selected 30 persons at the community from Parangipettai block and provided them training of Trainee (TOT). This TOT were trained by Global Giving project state level recognized Master trainer. (Our Global Giving aided project manager). These trainees were selected individually from various vulnerable hamlets on 23.02.12 to 25.02.12 (3 days). These TOT were disseminate the object of the training to the other inhabitants. They are called “Climate Volunteers” In this training programme, especially we concentrated on First aid. We taught them different types of first aid methods.

-          Mainly we concentrated bandages with the supervision of Govt Nurse

-          We trained the TOT trainees as follows

-          Types of bandage clothes

a). Spiral bandage

b). Triangular bandage

c). Special bandage clothes (ex : different edges) and also major materials of bandages

-          Gauze with open wove cotton

-          Calico

-          Flannel

-          Crape

-          Elastoplast

-          Rubber ( for prevention of blood bleeding)

-          Plaster of pairs

-          Rules regulation of bandaging

-          Extra fittings for bandages

-          In our Disaster condition pure bandage clothes not available ,hence saint John cradle bandages was introduced Improvised slings only safety pins

-          Ortro / sueletal damages

-          Many ortho injury cases recorded present cyclone Thane

-          Also we explained about forces erected direct force

-          Indirect force

-          Muscle shift

Types of bones :

Simple bones, compound bones, complicated bones, comminuted bones, Impacted bones, depressed bones, green stick, use of various slints.

During the  time of disaster, the vulnerable community could not get the gauze / bandages clothes, plaster . That is why we suggested to use pure clothes what they have.

 

GROUP COUNSELING:

Group counseling was held at Parangipettai Town Panchayat office. A that the collect damaged tiles houses petitions. This petitions were collected and totally sent to state Govt. (through Town panchayat president). (on 05.03.12 to 08.03.12)

 

During Occasion we met 120 individual houses. fishermen / agricultural coolies. We provide them trauma counseling also. We use the tool of group counseling for our interventions.

The community was very heavily affected mentally. Because of the heavy damage occur over there, the children of the victims are still in great fear, they are afraid even with the tree branches shaken by wind. The community loose their sleep. We are provided the necessary counseling to the target individuals.

REPORT TITLE : MARCHING TOWARDS SAFETY 

REPORT PERIOD: 01.02.2012 TO 17.02.2012

  In Cuddalore district which was affected with the cyclone Thane in parangipettai block  we chose the chinnoor pudupepettai panchayat ( which was mostly affected) and performed the  Participatory Rural Appraisal (PRA) there. During the Tsunami at chinnoor puduppettai Panchayat many died and a vast material damage was occurred . During the cyclone NISHA also a lot of economic loss was occurred in this panchayat. We was occurred in this panchayat. We talked with Mrs. Mariammal , president , Chinoor puduppettai panchayat,  The present  disaster Thane occurred in this panchayat, With he co-operation and involvement of the people of that Panchayat , we the 5 staff team along with the manager of Chevaliar Roche Society we performed the PRA  1 to 11th  Feb.2012. It was decided to form a PRA (Participatory Rural Appraisal) with the fullest  participation local community. For this we have selected 3  major tools.1. Social mapping , 2 Resource mapping, 3.Vulnerability and alternative route mapping. This tool is much  helpful to know the details of this present panchayat. Govt. and all private sections and also all the resources which are mentioned here

 

I. SOCIAL MAPPING

      Roads go from main road to this village, village streets, Transportation facilities, School buildings ,  college Buildings, Govt. Godowns. police station, pure & Relief station, Govt. Hospitals, private Hospitals, Boat yards, Community Hall, wedding Hall, Ambulance Centre, Blood Bank, Food storage centre, Petrol Bank, Water Tank, wells, Temples, Churches, Huts, Tiled houses, concrete houses, Agricultural lands, Rivers, Ponds sea routes and all govt. sectors were located by the people of this panchayat and people themselves drew diagrams of these and were explained by us to everybody.

 

II RESOURCES MAPPING

 

Because of the present Thane ill effects, have affected more the local community. If we identify the various resources over there we can easily found the possibility to save the community.

      Infra structures to save the people during the time of disasters such as hospitals Fire & Relief station , police station, School and college Buildings, Panchayat office , V.A.O office, post office, vetnary Hospitals, Mid- Day Meal centre, E.B. office, community Hall, Marriage Hall, cyclone safety centre, Resources of private Ambulances, Communication Centre, Blood Bank, govt. and private infra structures including banks were locate and the facilities capacity and strength of the building were searched. Route for these places were also located and drawn by the community. We explained these in detail to everybody of the panchayat .

 

III VULNERABILITY & ALTERNATIVE ROUTE MAPING

        The vulnerable community of these categories were advised to know the alternative routes other than the main Road. The team of our staff explained the weaker people about the risk areas of the village and were guided how to escape during the vulnerable situation from the vulnerable area.

River flows near the residential areas of this panchayat,  houses situated near coastal areas, common huts. Risky ponds in the conduction of being broken at any time, old buildings, Transformers, Petrol Bunks. Domestic areas of physically handicapped, children, aged people, lepers were also located. 

IV SEASONAL DIAGRAM

     This particular panchayat is frequently affected by any disasters like present Thane. Therefore it was advised to the local community what would be the symptoms of any disaster

 In what months rain ( monsoon) would fall heavily ?

 In what months wind would blow heavily ?

In what months sea wave roaring would be heavy?  

For the above points people drew a diagram for a period of 12 months and explained. Also they explained the occurrences of cyclones in the earlier times. Our staff team explained clearly this to all people.

 

READINESS TRAINING , EARLY WARNING, SEEKING & REDEMPTION & FIRST AID TRAINING :

1)      When the disaster of cyclone occurs no body should stand near the tree, Electric posts or old buildings .

2)      No body should touch the cut wires fallen on the ground . During this occasion we should not step with out feet in to the water .

3)      As soon as the early warning is received everybody should go to the safe places directed by us already.

4)      During the earth quake the people should go to the safety places such as below the cot or table.

5)      It was advised lealy in this training to the community what precaustionary measures should be taken?

6)       During the Tsunami hit like the time of disasters we shall not run . We must reach the top of the high and strong building.

7)      During the time of heavy flooding the light empty tins, empty plastic canes, plantain stems, shells of tender coconuts may be used as the safety tools for our escape from the disaster.

8)      During the fire accident at a house, immediately we must call on fire & Relief service office. We should not wait until the arrival of the fire service staff. We shall apply a large  amount of water to quench the fire. The near by houses should be moisturized with a large amount of water.

9)      If a person is affected severe fire burn, that person shall be covered with woolen blanket

10)  During the occasion any disaster if people are affected severely with deep injuries , they may be carried with the usage of Dhotis sarees and blankets like a stretcher . So that the injured persons body would not bend.

11)  Blood ripping of the injured person can be controlled by covering the injury with our palam ,  fingers or & folded clean clothes during the occasion of deep wounds.

12)  During the unconsciousness of a person he or she should not be given water or beverage drinks to water or soda water may be sprinkled upon the face of the affected drink. That person should be checked. Being made a call for the ambulance if he has the proper respiration.

FIRST AID TRAINING :

               We also trained about the first aid  in details.

 

I)                    The way of checking the pulse was taught

II)                   Safety pre caution to protect the joining are of neck & lower jaws were also trained

III)                 The way of artificial respiration was also trained to them

IV)                It also trained about checking the heart beat to community

V)                 Also it was taught If the person is found alive, his or her mouth shall be opened and the position of the tongue should be checked. If the tongue is found pulled in it should be pulled out a little.

VI)                After the artificial respiration, how to increase the heart beat also trained them

VII)              It was trained with our palm and fist how to apply the gentle presume to the chest of the victims. Also we trained them to get the necessary information to call on the Ambulance. It was emphasize also to fix the necessary phone numbers ( Including ambulance) in the midst of Panchayat office.               

 

TRAINING ON DISASTER MANAGEMENT TEAMS :

 On 13.02.12 to 16.02.12  with the leadership of Manager, Chevaliar Roche Society 5 members team joined with the Global Giving we had a 3 days campaign Chinnoor Puduppettai Panchayat, Parangipettai Block, Cuddalore district. After the Tsunami hit in 2004 9 types of teams have been already formed by the Chinnoor Puduppettai panchayat.

  1. Early Warning System
  2. Residence & management Team
  3. Search & rescue team
  4. First Aid Team
  5. Health & Corbse removal team
  6. Relief & Co ordination team
  7. Loss evaluation team
  8. Counseling team
  9. Patrol team

 

 In the above said 9 teams members were added without the self involvement. Because of the migration most of the team members have moved to the out stations. So these teams were not active. To strengthen these teams we have rearranged the four teams. Those are

  1. Early warning Team
  2. Search & Rescue Team
  3. First Aid Team
  4. Counseling Team

For every team we selected 12 members for the above said first two teams necessary trainings were offered.

 

TRAINING FOR EARLY WARNING, SEARCH & RESCUE TEAMS:

 Training was offered to Early Warning, Search & Rescue teams  on 17.02.12 at Ayyanar temple campus at Chinnoor puduppettai at two sessions Mr. R. Sathish Kumar, Block Development Officer, Parangipettai presided over this training in the presence of Mrs. Mariammal, President, Chinnoor Puduppettai. A staff team of Chevaliar Roche Society offered the training to the community.

 IMPLEMENTATION GIVEN TO THESE TEAMS DURING THE TRAINING:

-          Offering the training to move the people from low lying area to the safety places.

-          Offering the training to the rescue team to approach the vulnerable put them in safe places.

-          Offering the training for Early warning team about the different methods of communication.

-          Offering the training to the team about taking the weak people to the hospitals for treatment.

-          Offering the training to the team about Thane disaster to communicate urgently the nearby Govt. offices ( early warning system )

-          It was also emphasized about the necessity Humanity & speedy action

-          It was explained to them in detail about the search & Rescue

-           

TRAINING FOR FIRST AID TEAM

             On 08.02.12  to 11.02.12 at Chinnoor puduppettai panchayat village. Mr.Rathna Kumar, village administrative  officer presided over this programme in the presence MRs.S. Mariammal, panchayat president. With the practical explanation training was offered by a team of 5 members with the leadership of Mr.Thamodharan from Chevaliar Roche Society.

 ISSUE OF VITAMIN TABLETS TO THE SCHOOL STUDENTS AFFECTED BY THANE AT PARANGIPETTAI TOWN PANCHAYAT:

 On 13.02.012 at Govt. Hr.Sec.School, Parangipettai panchayat Mr. Narasimman welcomed the participants of the meeting. Mr. Mohammed Yoonuz Chairman, Town panchayat presided over the function in the presence of Mr. Natarajan, Mr. Mohammed Yoounz delivered the Vitamin tablets and wormicide tablets to the students.
