Read more »Response to Ken Leach's timeline inquiry: Launch of the health management information system is scheduled for April 2007. It is currently being tested at the office level preparatory to use at the health center. The pricing model will be in place by the end of April 2007. A willingness-to-pay study has been conducted so pricing is based on the actual situation in the area, and several qualitative research activities also have been conducted to verify findings. Determining a suitable system has involved the points of view of the local community, health practitioners, local governing bodies and the Sudanese department of health, among others. An NEF staffer involved in this project elaborated on the complexity of this issue--"The political nature of the refugee area harboring people from different tribes, ethnicities, and parts of the country has necessitated great care in designing a system that does not accidentally favor one group at the expense of another. For example, differential pricing or basing price on varying ability-to-pay would make prices higeher for the richer community members. In this area, they happen to be merchants and from one tribe so that system would charge this tribe more than others--which could lead to conflict and greater harm than good."
