Furthermore they were being charged at high costs of which some poor families could not afford. Making some stay at home and miss the ECD learning this most of the people become iletrate.
When the government saw this it chiped in and started building nursery schools in the area. After finishing the children started atending it also employed teachers to help the children.

When i was in Primary school at a local school, parents used not to pay shcool fees or books as there were donors who paid for everyone i nthe shcool. We would get the free exercises books and lunch at the school.
When I reached class four in the school, one afternoon, we were all called at the assembly by the headteacher who told us that we should go home and to call our parents the next day.
The day our parents went i remember my mother coming back to tell me I was to be transfered. i came to know later that there had been embezzlement of funds in the school and that the donors were not happy and so the had come to the school today.
When they discussed with the parents and released that parents payed half fee, they were not happy since the donors payed all the fees for everybody. Hence the administration gained economically from where they did not sow.
