Perry F. Baltimore III - President and Executive Director
Perry Baltimore is the President & Executive Director, joining MLI in 1998 after serving in the US Army for 27 years. His military experience provided him the opportunity to witness firsthand the human condition throughout much of the developing world, including Afghanistan, Angola, Iraq, Rwanda, Somalia and Vietnam. Colonel Baltimore has traveled extensively to build mine action partnerships.
Elise Becker - Program Manager
Elise Becker joined The Marshall Legacy Institute in July 2007 as Program Manager after serving as the James Madison University Humanitarian Demining Fellow to the U.S. Department of State’s Office of Weapons Removal and Abatement. During her year at the State Department, Elise facilitated the grants award process and helped manage several Humanitarian Mine Action Programs.
Kimberly McCasland - Director of CHAMPS
Kimberly McCasland is the Director of MLI’s CHildren Against Mines Program (CHAMPS). As the mother of a special needs child, Ms. McCasland keenly appreciates the challenges of the physically handicapped and now works to help prevent life or limb-threatening injuries to children in mine-affected countries.
