Poor policy and procedures means $9.3 in dead capital is underutilized by the poor globally. Policy and procdure reform, requires, communicating the problem in a clear and simple way as well as capturing in the field poor policy and procedural implementations. Ideally tools digital etc. will be offered to help make suggestions for procedural things. The problem is viewed as a communication and design issue, which can give people access to their own dead capital bringing it to life

a 1% impact in the problem efficiency and property capture puts $93 billion in the pockets of the poor and it only means re-designing procedures across countries.
