What is the issue, problem, or challenge?

Thousands of inner-city youth, due to drastic budget cuts, are being left with nothing to do and no place to go between the hours of 3-5pm which studies show is the crucial time period where youth, given no alternative, are prone to get involved with drugs, sex, and violence.
