Poverty is an attitude problem. Stated this way, without preamble, does come off as rather arrogant and insensitive. However, simple observation of programs and projects over the past twenty years in El Salvador shows that socio-economic underdevelopment is not caused by lack of financial resources, nor by lack of opportunity.
